Department Summary:
The Division of Academic Affairs builds, sustains, and continually enhances an environment of teaching, learning, and scholarship that meets and readily adapts to the changing needs of students, faculty, librarians, and staff; promotes the generation and sharing of new knowledge and innovative approaches; and actively cultivates professional advancement, public responsibility, and personal well-being.

The Office of the Provost works with divisional and campus constituencies to advance the core values of academic excellence, opportunity, and innovation. Among other key responsibilities, the Office coordinates the planning of new degree programs, hiring and evaluation of faculty, and ensures an effective teaching and learning environment.

BSU’s degree programs are offered through six colleges: the Ricciardi College of Business, the College of Education and Health Sciences, the College of Humanities and Social Sciences, the Bartlett College of Science and Mathematics, the College of Continuing Studies, and the College of Graduate Studies. Student support services are offered through several offices within the Division of Academic Affairs: the University’s Library Services, Academic Achievement Center, and the Registrar. Faculty support services are available through the Center for the Advancement of Research and Scholarship, the Office of Grants and Sponsored Projects, the Office of Teaching and Learning, the Office of Institutional Research, and the Office of Assessment.

The Minnock Institute for Global Engagement (MIGE) provides opportunities to the BSU community for academic programs, travel, research, and community service. The Center for Transformative Learning is a hub for connecting and enhancing BSU’s high-impact practices (HIPs), including community engagement, internships, global learning, undergraduate research, and the Honors Progam.

The Staff Associate, Academic Affairs Budget Manager, is responsible for the preparation, analysis, monitoring and management of the budget; monitoring of all academic budgets; and the implementation of other projects as assigned. The Budget Manager works closely with budget and finance personnel to implement fiscal policies effectively. In addition, this position works proactively with faculty, deans, directors, and academic departments on budget-related issues, resolving problems, and ensuring the division utilizes resources in a fiscally responsible manner.
SUPERVISION RECEIVED: Reports to the Senior Associate Provost and Chief Data Officer.
SUPERVISION EXERCISED: Supervises subordinate professional, classified and student personnel assigned to the Office of the Provost.

This is an APA position and is subject to the terms of that union agreement.

This position is located on campus in Bridgewater, MA. This position is eligible for hybrid / remote work in accordance with BSU remote work policy.

Essential Duties:
  1. Responsible for the preparation, analysis, monitoring and management of the Academic Affairs budget; monitors all academic budgets; and the implementation of other projects as assigned.
  2. Assists the Senior Associate Provost and Chief Data Officer to develop budgets for strategic initiatives in the campus planning process.
  3. Works closely with budget and finance personnel to implement fiscal policies effectively.
  4. Provides assistance to faculty, deans, directors and departmental staff in resolving budget-related issues and problems with purchasing of goods and services. Acts as an additional point of contact for faculty and staff in need of support with Concur and travel reimbursements.
  5. Assists the Associate Provost for Academic and Faculty Affairs with faculty professional development funds by tracking submission and returns.
  6. Works proactively to ensure the division utilizes resources in a fiscally responsible manner.
  7. Responsible for submitting and tracking summer stipends for faculty, as well as, disbursing and tracking additional compensation forms issued through the Office of the Provost.
  8. Responsible for ensuring that all forms received for signature from Accounts Payable and Payroll are correctly coded and properly funded. Works closely with both offices to ensure accurate processing and timely submittal of forms and invoices.
  9. Manages several faculty-led program budgets. Responsible for the requisition process for several university operating budgets-including Faculty Librarian Research Grants (8 per semester-16 concurrent FLRGs per year), acquisition of capital expenses, and faculty start-up procurement and accounting.
  10. Acts as administrator for contracted software programs, purchases academic and new faculty software, maintains logs of software purchases and expiration dates, and tracks licenses and download information to assist Information Technology staff downloading software onto faculty and lab computers.
  11. Assists with budget-related training workshops for faculty and staff.
  12. Perform other duties as may be assigned.

Required Qualifications:
  • Three years experience in managing budgets or similar fiscal / accounting work.
  • Academic credentials and experience suitable to fulfill position responsibilities.
  • Ability to manage workload in a high volume office environment.
  • Knowledge and understanding of finance and budgeting principles, practices and procedures.
  • Ability to understand and apply the laws, rules, policies and procedures governing higher education practices.
  • Competence with excel and purchasing software (BearBuys and BANNER).
  • Proven organizational and analytical skills.
  • Excellent oral and written communications skills.
  • Ability to work independently and diplomatically.
  • Ability to follow established protocol.
  • Excellent and demonstrable interpersonal skills.
