Capital Projects Manager

The City of Oakdale, California has an exciting career opportunity for a professional to serve in the position of Capital Projects Manager. 

Under administrative direction from the Public Services Director, this mid-management classification plans and manages Capital Improvement Program activities and functions; assists the Director with the planning, direction, supervision and coordination of departmental functions and engineering activities; assists with the preparation of operating and capital improvement budgets; supervises assigned staff and oversees the work of contract consultants and contractors to ensure contract and regulatory compliance; researches, acquires and administers grant funding from multiple sources ensuring compliance with all applicable regulatory requirements and highly complex reporting requirements; provides professional staff assistance to the Director; and performs related work as required and special projects as assigned. 


THE IDEAL CANDIDATE

The Director of Public Services is seeking an experienced, motivated, self-starter, with a desire to continuously learn and improve. The Capital Projects Manager will be a results-oriented individual who is capable of balancing a multitude of priorities simultaneously and takes pride in getting things done. The highly qualified candidate will have a broad knowledge of local government and experience in a municipal setting, as well as a strong background in capital improvement projects and project budgets.


QUALIFICATIONS

Any combination of education, training, and experience which would likely provide the required knowledge, skills, and abilities. Normally this would include:

  • Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in construction administration, civil engineering, public or business administration or a related field.
  • Experience: Five (5) years of increasingly responsible experience in capital improvement program management, project management or construction administration that includes planning, design and tracking of project expenditures. Budget management experience highly favorable.
  • License or Certificate:
  • Possession of a professional Civil Engineer registration from the California State Board for Professional Engineers, Land Surveyors, and Geologists is highly desirable.
  • Possession of a driver's license at the appropriate level with any special endorsements required by the State of California may be required.

COMPENSATION

The monthly salary for this management position ranges from $8,086.33 - $9,415.24. This does not include approved increases: 3% effective 7/1/2024 and 3% effective 7/1/2025.  

The City also offers an attractive benefits package including:

  • Retirement through the CalPERS system.
  • Vacation: Accrues from 80-200 hours per year, depending on years of service. 
  • Management Leave: 80 hours per year, with an option of an additional 24 hours at the discretion of the Department Director.
  • Sick Leave: 8 hours per month
  • Holidays: The City offers 12 paid holidays per year, including one floating holiday.
  • Medical, Dental & Vision: The City pays premiums for medical, dental and vision insurance for employees up to a maximum of $1,080 per month, plus half the cost in excess of $1,150.
  • Merit Pay: Merit pay of 2.5% may be awarded on an annual basis to a maximum of 7.5%. 
  • Life Insurance: The City offers $75,000 life insurance for employees in this bargaining group.
