Essential Duties and Responsibilities:

* Performs all of the duties of the Building Official as prescribed in the City's adopted construction codes, to include researching codes in response to proposed issues, interpreting codes, and determining feasibility and mitigation measures. Renders advice, judgments, and decisions to developers, builders, and the general public.

* Manages and directs the administration of building inspection, plan checking, code enforcement, and permitting activities, to include providing final approval on all permits before issuance and reviewing all inspection reports. Ensures residential and commercial buildings and other structures are inspected according to the various adopted requirements.

* Provides direction, counseling, performance evaluation, discipline, and training of assigned staff.

* Develops and establishes short and long range plans, goals, performance standards, policies and procedures to carry out the functions of the division and assigned programs.

* Maintains reasonable, predictable, and regular attendance during the standard work week.

* Acts as a liaison for assigned area with other agencies to include other departments, divisions, and the general public. Represents the City at various meetings, conducts staff meetings, and makes presentations.

* Responds to complaints about building and other code-related violations, takes corrective action and notifies applicable parties of results.

* Recommends division's annual budget and implements assigned budgeted work plans.

* Conducts on-site field inspections as warranted. Resolves unusual or difficult situations encountered by inspectors.

* Directs and participates in preparing and maintaining records and reports related to inspections, plan review, code enforcement, permits, budget, and revenue projections.

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):

Bachelor's Degree in construction management, engineering, architecture, or a related field and five years of progressively responsible experience as an architect, engineer, inspector, contractor, and/or superintendent of construction, including two years of supervisory experience; or an equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to perform the essential elements of the job.

  • Valid Driver's License; and
  • ICBO Plans Examiner, ICBO Building Inspector, and CABO Certificates, or equivalent.

KNOWLEDGE (position requirements at entry):

* Applicable codes, ordinances, rules, and regulations governing area of assignment;

* Report writing methods;

* Principles, practices, methods, and techniques of inspection and implementation of codes, ordinances, and regulations;

* English usage, spelling, grammar, and punctuation

* Budgeting principles and processes;

* Legal processes involved in the enforcement of applicable codes and ordinances;

* Terminology, practices, and methods applicable to area of assignment;

* Customer service techniques; and

* City organization and operations.

SKILLS (position requirements at entry):

* Using a personal computer and related software applications;

* Using applicable tools and equipment;

* Assigning, monitoring, and evaluating the work of others;

* Negotiating and diffusing conflict;

* Preparing and presenting oral and written reports and writing correspondence;

* Reading and interpreting blueprints, maps, plats, and charts;

* Establishing and maintaining effective interpersonal relationships at all organizational levels and with the public and the community; and

* Communication, both oral and written, sufficient to exchange or convey information and to receive work direction.
