Description
This is independent, professional work responsible for carrying out highly technical duties involved in the production of the College’s payroll. This position is responsible for all aspects of the College’s payroll functions for full-time, part-time, adjuncts and student workers. An employee in this position is responsible for processing pay withholding, balancing payroll related reports and maintaining accurate records. This position requires independent planning, coordinating and completing assignments under strict timelines. The position processes highly involved and detailed personnel records and forms.

Examples of Duties

  • Prepares salary/wage payroll checks on all employees. Including the necessary pre-audit and edit checks to ensure the payroll reports are properly completed and payrolls are processed in accordance with the established guidelines.
  • Supervises the support staff assigned to the office in a manner which creates an efficient/timely production of Payroll.
  • Responsible for the entering of data into the computerized payroll file.
  • Responsible for the timely, accurate, verification and completion of year-to-date, quarterly and FICA deductions.
  • Responsible for insuring federal, state tax, and other reports are filed according to the deadline.
  • Coordinates with Human Resources Department and Technology to ensure accurate input of payroll information.
  • Monitors scheduling of lead time for payroll processing.
  • Supervises the timely distribution of College payroll.
  • Responsible for the balancing and reporting of monthly retirement contributions.
  • Responsible for wage verification and reporting of unemployment compensation.
  • Reconciles payroll deductions for benefits and premiums and maintains a procedure for preparation of the Self Billing Invoice to ensure premiums are paid by the due dates.
  • Verifies department time entry and makes necessary adjustments to time input.
  • Verifies overtime in accordance with FLSA.
  • Maintains leave records, accrued and/or used leave in accordance to College Policies and Procedures.
  • Monitors and maintains sick leave pool.
  • Responsible for annual leave rollover into rolled sick leave and notifying employees.
  • Responsible for preparation of annual ACA documents, including 1095 forms.
  • Assists Executive Director with the administration of the College’s Tax-Sheltered Annuity Program.

Minimum Qualifications
KNOWLEDGE, ABILITIES AND SKILLS:
Knowledge of payroll administration, including federal and state regulations, FLSA, and employer benefits for a large employee base. Thorough knowledge of generally accepted accounting principles and payroll administration guide. Proficiency in accounting systems software, experience with deadlines, records reporting requirements and knowledge of MS Word and Excel. Excellent organizational skills and initiative to improve processes. Attention to detail is a must. Must possess strong interpersonal skills in the areas of motivating and developing employees. Ability to interpret complex reports and schedules. Ability to work under pressure.

EDUCATION AND EXPERIENCE:
Associates Degree in related field or two years experience in appropriate area. Experience in payroll processing for higher education institute and/or FRS agency preferred. Experience in a public or government organization preferred.

ESSENTIAL PHYSICAL SKILLS:
Acceptable eyesight (with or without correction).
Acceptable hearing (with or without hearing aid).
Ability to communicate both orally and in writing.
Use of fingers.
