Job Description:


Basic Function and Responsibility:

Under general direction, the Associate CIO is responsible with performing complex technical work and assisting in the planning, organizing, implementing, administering and directing the Information Technology department; preparing strategic multi-year plans; organizing personnel assignments; coordinating and managing IT Technology projects, and overseeing software related operations while primarily focused on end-to-end solutions that improve customer experience.

As the Associate CIO, the incumbent is responsible with managing and overseeing the integration of major departmental functions, including but not limited to customer support, support of major platforms and vendor management. Generates complex reports and makes recommendations; acts as department head in the absence of the CIO; prepares and monitors budgets; directs and conducts special research projects and performs complex analysis.

Characteristic Duties and Responsibilities:

STRATEGY AND PLANNING
  • Implement vision of IT in collaboration with other technology leaders, actively engage in planning, developing, and managing the College's technology services.
  • Focus on Delivering outcomes while planning, directing, and implementing short- and long-range objectives, including budget planning, and evaluating results and progress.
  • Partner with campus stakeholders and constituents including Academic Affairs, Student Affairs, among others to ensure that the applications and solutions delivered to end users include deep stakeholder input and meet customer needs.
TECHNICAL MANAGEMENT
  • Provide thought leadership in technology modernization and expertise in software applications and integration involving ERP, CRM, collaboration tools and related technology solutions
  • Prioritize investments and manage large scale technology implementations that impact critical areas such as recruitment, retention, advising, student success.
  • Properly maintain and effectively utilize new and existing technology investments made by the College primarily in software applications. Eliminate redundant solutions.
  • Prioritize process improvement and automation in various functional areas of the College to improve efficiency and productivity.
ORGANIZATIONAL LEADERSHIP
  • Provide direct oversight for the Enterprise Business Services (EBS) and strategic projects.
  • Responsible for the budgetary, financial, and personnel management for the Software Services team.
  • Facilitate and improve annual and long-term campus-wide IT project governance and prioritization.
  • Identify professional development opportunities required to elevate overall team skillset in new and emerging technologies, develop team of software professionals
  • Participate in the management of IT meetings and chair the meetings in the absence of the CIO.
  • Represent the CIO when CIO is in his absent.
COLLABORATION AND OUTREACH
  • Assist and support the CIO in building and maintaining partnerships throughout the campus community to garner credibility and consensus.
  • Represent IT on College-wide strategic and operational task forces and committees, as appropriate.
  • Consult with external technology experts to identify emerging IT trends and opportunities and evaluate them within the context of the College's and IT's strategic goals and direction.
  • Establish, maintain, and promote strong partnerships with strategic IT vendors, partners and agencies.

Requirements:


Required Qualifications
  • Master's degree in computer science, computer engineering, software development or related field or an equivalent combination of related education, professional certifications and experience.
  • Eight (8) years of progressive experience in information technology leadership managing cross-functional information technology teams
  • At least five years of experience leading teams in areas related to software development, testing and implementation
  • Five (5) years of experience in ERP systems and system integration with third party tools and applications
  • Demonstrated ability to interpret and translate technical and complex concepts into information meaningful to team members, campus stakeholders and business personnel
  • Communication skills including the ability to influence, persuade and explain complex ideas. Ability to lead change, motivate team members and campus stakeholders to accept new and emerging technologies.
  • Budgeting skills including the ability to effectively manage financial resources, plan and monitor cost-effective spending on projects and prioritizing resources.
  • Exceptional customer service skills.
Preferred Qualifications
  • Two (2) years higher education experience
  • Industry certifications such as PMP, ITIL Foundation,
  • Experience in multiple areas of Information Technology
  • Experience migrating on-prem applications to the cloud

Additional Information:


Supervision Received:

General direction is received from the Chief Information Officer (CIO).

Supervision Exercised:

Administrative supervision is exercised over the nine (9) professional IT staff including Senior Business Analysts (5), Manager Database Administration, Manager of Applications Software and Senior Business Analyst/Software Specialist.

Salary Range is $140,000 to $150,000

Based on the needs of the college and with Administrator approval, some positions at the college may have hybrid schedule options available after 30 working days.
