The Penn State University Police and Public Safety (UPPS) Department is responsible for protecting and serving more than 100,000 students, employees, as well as visitors at campuses located throughout Pennsylvania. We are a cohesive and centralized department with sworn police officers who have full law enforcement authority serving the 22 campuses with our headquarters being located at University Park. We are seeking an individual interested and committed to serving the diverse community of students, faculty, and staff as a Lieutenant-Special Events at the University Park Campus.

The Lieutenant is responsible for carrying out the functions of protection of life and property, preservation of peace and good order of the community, enhancement of positive community engagement initiatives, enforcement of laws and University policies/procedures, public safety, investigative work, and other related duties. The successful candidate will be responsible for the prevention of illegal, unsafe, or undesirable activity and regulatory violations through patrol, education, inspection, and the deterrent effect of enforcement. Lieutenants will also be expected to enforce National, Federal, State, and local laws, as well as University regulations, through investigation, apprehension, and prosecution of violators.

As part of the special events unit, the Lieutenant will oversee the operations of events on campus ranging from small gatherings to large-scale events exceeding 100,000 attendees. Responsibilities include but are not limited to partnering with campus and local stakeholders including: Emergency Management, Student Affairs, Inter-collegiate Athletics, Regional and local law enforcement and first responders. This position will plan, coordinate, and assess the safety needs of events; oversee the student auxiliary division of UPPS which includes approximately 60 civilian employees; and schedule and make staffing assignments in accordance with Contracted Bargaining Agreement and University policy.

Skills necessary to enhance public respect for law enforcement and the University with courteous, devoted, and ethical service
Capacity to work cooperatively and communicate with various levels of faculty, staff, students, and outside agencies
Ability to provide effective, honest, and credible testimony at court hearings
Outstanding customer service orientation; excellent verbal and written communication skills; excellent analytical, judgment, ethical decision-making, and organizational skills
Ability to work with a wide variety of diverse cultures and backgrounds
Respect for the constitutional rights of all people to liberty, equality, and justice
Capability to uphold an excellent standard of conduct at all times, abiding by laws, regulations and policies
Ability to manage within the contracted language of a Collective Bargaining Agreement

The selected individual will report to the District Commander and will coordinate the work of both sworn and non-sworn staff and oversee the daily operations of the police force at the campus.

Responsibilities will include:

Manage performance, train and provide feedback to all direct reports
Be able to complete investigations and case management
Review, recommend, and implement department policy
Train, educate, evaluate, and manage training for officers and student employees
Ensure accountability and performance practices are in place
Review and manage budget, billing, and payroll for unit
Work within University systems including but not limited to scheduling software, financial software, and records management systems
Interpreting and communicating laws and policies, assuring staff comply with established laws and policies
May require management of equipment and vehicle inventory
Perform all direct report duties, as needed

Minimally requires a Bachelor's degree and six years of relevant experience, or an equivalent combination of education and experience. A current Pennsylvania Municipal Police Officers' Education and Training Commission (MPOETC) Act 120 Certification is required for employment.

Must be at least 21 years of age on or before start date
Fingerprint background check
PA State Police Criminal Background Check, PA Child Abuse History Clearance Form, and Federal (FBI) Fingerprint Criminal Background Check
Operation of a motor vehicle as a part of your job duties - a valid driver's license and completion a motor vehicle records check will be required
Successful completion of a credit history check
