POSITION SUMMARY

Under the general supervision of the Director of Budget and Planning, perform a wide variety of activities related to the development of policies and programs, annual and biennial budget development, as well as the monitoring of state and federal legislation for University of Wisconsin Administration. The major area of responsibility for this position focuses on Auxiliary and Program Revenue budgeting, analysis, and review within the Universities of Wisconsin.

This position requires the ability to work independently, effectively, and collaboratively in a variety of situations. It also requires knowledge of program and policy planning principles and the ability to interpret a wide variety of information quickly and accurately.

The scope of this position encompasses a wide variety of activities within the UW Administration Budget Office. While previous experience within higher education, and/or budgeting is beneficial for this position, it is not a prerequisite. The individual in this position will be interacting with a wide variety of groups across the UWs and the State. A strong candidate will have the ability to communicate information at a high level as well as more granularly along with strong written and oral communication skills.

MAJOR RESPONSIBILITIES
Auxiliary Operations/ PR Budget Coordination

  • Prepare and analyze legislative biennial budget requests and monitor the progression of the biennial budget in the auxiliary area.
  • Review and interpret policies, guidelines, and procedures in the areas of auxiliary and program revenue.
  • Develop and analyze institutional annual auxiliary budget submissions and rates.
  • Prepare, compile, and analyze data for incorporation into the appropriate schedules including the annual operating budget.
  • Assist institutional staff with development and policy implementation.
  • Maintain historical information related to auxiliaries.


Short and long-term policy, fiscal, statistical analysis, and other support

  • Provide ad hoc support to committees and workgroups as needed.
  • Provide support to UWSA Financial Administration and Department of Administration for the Municipal Service Payment program.
  • Conduct data analysis in response to various surveys and reports.
  • Provide budgetary and other analysis used in the development of Universities of Wisconsin policies.
  • Provide ad hoc fiscal and policy analysis in response to legislative action.


Position Reporting/FTE Tracking

  • Prepare budgeted position analysis and statutorily required position reporting for the Universities of Wisconsin.
  • Advise institutions on position related issues.
  • Prepare reconciliations for the annual and biennial budget process.
  • Provide training and support to users of the Position Reporting System.
  • Interpret, update, and maintain procedures related to position reporting.


Review, Analysis, Implementation of the UWs Annual Budget

  • Conduct statistical, other quantitative and qualitative analyses of institutional and other budget requests.
  • Analyze budget requests submitted by institutions to determine that the data conform to university policy, rules and regulations and the State Statutes and regulations.
  • Responsible for contacts with institutional budget officers to resolve issues that arise on annual budget matters and make necessary changes and corrections to the budget.
  • Ensure that funds are budgeted in a manner consistent with the National Association of College & University Business Officer (NACUBO) standards.
  • Coordinate and collaborate with the Annual Budget Coordinator to implement biennial budget changes in the annual budget.

Coordinate, Review and Analyze Forecasting

  • Coordinate and collaborate with the Budget Director to develop guidelines and procedures for current and multi-year forecasting.
  • Conduct analysis of forecasts submitted by institutions.
  • Responsible for contacts with institutional budget officers to resolve issues that arise on forecasting matters.
  • Prepare and compile data for incorporation into the appropriate schedules including the annual operating budget.

MINIMUM QUALIFICATIONS

  • Four-year degree or an equivalent combination of education and experience in budget analysis, business, finance, public policy, planning or a closely related field.
  • Advanced ability to use Microsoft Excel, Word, Power Point, and data base queries.
  • Ability to establish effective working relationships with a variety of people.
  • Well-developed oral and written communication skills
  • Ability to perform complex qualitative and quantitative analyses.
  • Proven skills to work as part of a team.
  • Strong problem solving and decision-making skills.
  • Detail Oriented

 PREFERRED QUALIFICATIONS

  • Understanding of a public higher education fiscal environment.
  • Understanding of UW System financial administrative policies.
  • State of Wisconsin budget process.

 COMPENSATION AND BENEFITS
The Auxiliary Budget Coordinator (official title: Budget Planner III, job code: FN028) is a full-time, salaried, exempt, academic staff, appointment. Well-qualified candidates can expect a starting annual salary within the range of $70,000.00 - $93,350.00 commensurate with the candidate’s education, related experience, and qualifications.
