DEPARTMENT OVERVIEW

The Office of Research Compliance Administration (ORCA) is a unit of the Office of Research at the University of California Santa Cruz (UCSC). The University has a responsibility to ensure that any research conducted by students, staff or faculty at UCSC is conducted in compliance with University, local, state, federal and funding agency regulations. ORCA provides guidance, education and assistance with administrative processes to faculty, researchers, staff and students in areas of research compliance which currently include: human and animal subjects protection, conflicts of interest, Native American Graves Protection and Repatriation Act (NAGPRA), cannabis, stem cell, export control, and other related compliance areas as required.

JOB SUMMARY

Provides direct oversight, accountability, administration, and management of UC Santa Cruz's compliance program including, but not limited to, human and animal subjects protection, conflict of interest, responsible conduct of research, export control, foreign engagement, stem cell research oversight, and cannabis research oversight. Directs resources, establishes objectives, develops and implements policies and procedures related ORCA, Office of Research, and/or campus wide research compliance activities. Responsible for facilitating university compliance with federal regulations, state law, and related policies and regulations regarding research. Ensures adherence to the Native American Graves Protection and Repatriation Act. Acts as back-up for the Export Control Officer.

Represents UC Santa Cruz in relevant system-wide working groups and meetings, and may represent UC Santa Cruz at external research compliance meetings. Reviews and approves recommendations for research compliance programs.

Serves as subject matter expert on relevant compliance issues, provides institutional responses to regulatory requirements and may act as a liaison between the organization and federal regulators.

Leads a team of specialists in providing comprehensive research compliance support to the campus community. Provides educational training on complex federal regulations, state law, and university policies and procedures to Office of Research and the broader campus community, ensuring essential knowledge and functional compliance processes across the campus. Uses strong professional judgment in resolving issues of non-compliance, legal records requests, agency inspections, and other unplanned issues. Evaluates and ensures corrective actions are completed.

APPOINTMENT INFORMATION

Budgeted Salary: $155,000 - $170,000/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

50% - Compliance Management
  • Lead the University of California regulatory developments to ensure that compliance committees operate in accordance with all relevant compliance regulations.
  • Responsible for the administrative oversight of research compliance committees, analysis, policy development, regulatory reporting, and electronic systems related to research compliance administration.
  • Serve as the organization authority in designated compliance areas.
  • Provide campus wide expertise, guidance, and training as needed in related compliance areas.
  • Animal/ or Human Subjects Protections: Makes recommendations to Office of Research leadership on how best to guide the organization in the accreditation of human and / or animal subject(s) research.

25% - Management & Leadership
  • Lead, supervise and manage professional staff, who provide strategic and consultative services to the campus community in the areas of research compliance and accountablity.
  • Effectively manage and guide assigned staff, including developing individuals and providing cross training.
  • Select, develop and evaluate personnel to ensure the efficient operation or the ORCA team.
  • Responsible for the performance evaluations, salary actions, disciplinary actions, coaching, counseling and other related issues for subordinate staff
  • Make recommendations and implement decisions related to ORCA on issues regarding operational and budget processes, staff FTE, finance, and human resources.

25% - Workgroups & Committees
  • Serve as primary campus representative in related UC-wide working groups and meetings, as well as external conferences and meetings related to compliance areas.
  • Serve as a liaison between UC Santa Cruz organization and federal regulators (for example, DOE, FDA, et cetera) for research compliance issues.


REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and/or equivalent experience and/or training.
  • Demonstrated leadership experience and managerial decision-making, including leading staff, managing financial and organizational resources, and contributing to an operational team.
  • Extensive research administration and/or research compliance experience at research institutions, including interpreting, implementing, and disseminating federal and sponsor regulations, terms and conditions, and university, state, and sponsor policies.
  • Ability to formulate broad policy recommendations for the organization.
  • Demonstrated interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.
  • Skill in establishing relationships with human subjects and regulatory agencies on local, regional, and national levels.
  • Ability to apply a complex array of issues, mental flexibility, and creativity related to compliance issues.
  • Demonstrated subject matter expertise in two or more research compliance areas under this role's purview.
  • Demonstrated critical thinking, strategic problem-solving, and decision-making skills.
  • Demonstrated ability to verbally communicate clearly, concisely, and effectively, to a variety of audiences.
  • Demonstrated ability to communicate in writing, clearly, concisely, and effectively, to a variety of audiences.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations.
  • Ability to effectively lead and influence regulatory compliance across campuswide constituents.
  • Advanced project management skills.


PREFERRED QUALIFICATIONS
  • Experience analyzing allegations of misconduct in an area of research compliance and making recommendations.
  • Proven success in managing compliance review boards or committees.
  • Certified Professional in IACUC Administration / Certified IRB Professional / Certified Export Control Officer / or equivalent experience or training.
