County Technical Assistance Service (CTAS)
Description: The University of Tennessee’s County Technical Assistance Service (CTAS) will be hiring a Property Assessment Consultant. The Property Assessment Consultant position will provide management and technical assistance to Tennessee county officials in property assessment. This position will be the primary technical resource for Tennessee county governments, and elected property assessors in 26 counties covering upper middle and west Tennessee.
This position will serve as CTAS expert in the areas of property assessment, appraisal practice and standards, and value appeal preparation. The consultant will develop and conduct leadership training for senior level management, property assessor personnel and technical training for newly elected and appointed county government officials.
This position must possess the following skills to use daily to meet the needs of his/her clientele: Managerial, Analytical, and Interpersonal.
The Property Assessment Consultant is usually the first person contacted by the county official to discuss a problem and find a solution. The Property Assessment Consultant must be able to analyze the problem, recommend a solution, and then assist the county official(s) with the implementation of the solution.

Duties and Responsibilities:
Direct Technical Assistance. The Property Assessment Consultant provides direct technical assistance to County Mayors, County Legislative Bodies, County Trustees, Finance Directors, and Property Assessors. Activities include regular visits to county courthouses, various properties under assessment, in addition to research, developing training programs, and written reports. Also includes time spent in projects for non-county clients such as various departments within the Tennessee Comptroller’s Office, the Tennessee County Services Association, the Association of County Mayors, Tennessee Assessors Association, Tennessee County Trustees Association, and the Tennessee Chapter of the International Association of Assessing Officers. The consultant will also make presentations to property assessors, county officials, and to various state departments and organizations.
Research and Special Projects: Includes research and project preparation for activities and projects requested by county and state officials. Further work includes maintaining records on all relevant activities, projects, recommendations, market value, cost avoidance and revenue enhancements to counties served.
Training: In addition to assisting county officials the Property Assessment Consultant is involved in the CTAS training programs through course development, logistics and teaching.
Required Qualifications:
Education:
Bachelor’s degree.
Experience:
Minimum of six (6) years full-time employment in the professional appraisal office (Tennessee County Assessor Office /Division of Property Assessment preferred). A successful candidate should have hands-on technical expertise and experience in mass appraisal, mapping, and reappraisal. Proven experience in developing, writing, and implementing policy and procedures. Certifications: Must possess one or more of the following Tennessee licensed fee appraiser and/or IAAO certifications (at least one): Mass Appraisal Specialist (MAS), Cadastral Mapping Specialist (CMS), Personal Property Specialist (PPS), Assessment Administration Specialist (AAS), Residential Evaluation Specialist (RES), or Certified Assessment Evaluator (CAE). Must be willing to work toward certification of Assessment Administration Specialist (AAS).
Skills:
The consultant must possess the following skills: (1) managerial, (2) analytical, (3) conceptual, and (4) interpersonal. This job requires strong interpersonal skills along with practical knowledge of the problems encountered in an assessor’s office. The consultant must exercise good judgement in evaluating situations and decision-making and express ideas clearly, concisely, and convincingly as evidenced by an interview with a selection committee. These skills are used daily to identify a specific problem with an office/agency and provide advice and assistance to find a solution. The consultant must also be proficient in word processing, spreadsheets, databases, and other computer applications. Requires statewide travel in Tennessee.

This position requires frequent and overnight travel.
