The VCCS Shared Services Center is an innovation strategy to advance the priority of student success, reduce the administrative burden on individual colleges, consolidate transaction-based functions, create economies of scale and improve backroom process efficiency. This work allows the VCCS to better focus resources on the students – helping them start their educational journeys, persist, and succeed.
- Under their direct supervisor, the Compliance Officer portion performs the review and evaluation of transactional data for a wide variety of goods and services for the 23 VCCS colleges, the VCCS System Office and the Shared Services Center of the VCCS, ensuring all are in compliance with all applicable laws, statutes, policies and procedures. The position provides compliance review, evaluation, P-Card Program Administration, and audit guidance for all procurement functions including but not limited to the following:
- Receives and reviews demand signals for the purchase of goods and services up to the small purchase threshold to ensure compliance
- Evaluates and audits procurement contract files to ensure completeness and compliance with all known laws statutes, policy, procedure, and guidelines
- Ensures that all reviews of purchases are performed accurately, timely and in accordance with applicable state laws & policies and VCCS policies
- Employs best business practices to continuously improve performance, compliance, efficiency and effectiveness
- Reviews all procurements for compliance to applicable code including but is not limited to the Agency Procurement and Surplus Property Manual (APSPM), the Virginia Public Procurement Act (VPPA), and the Commonwealth Accounting Policies and Procedures (CAPP) Manual
The P-Card Program Administration role performs many of the same actions as the Compliance Officer but also assists the colleges with all p-card related issues as needed when needed. This role also works with all the college program administrators for those colleges in scope.
KSA's/Required Qualifications
Required KSA’s:
- Ability to review, evaluate, and execute simple to complex purchases of supplies, equipment, and services
- Ability to proficiently use automated procurement systems (e-procurement) to review and process procurements through to a purchase order and acknowledgment
- Ability to analyze quotes, bids, and contractual purchases and make appropriate purchasing decisions related to compliance
- Ability to fully manage procurement compliance review process for assignments from the need (requisition) through the purchase order/contract notice of award, including order status and invoicing discrepancies
- Ability to navigate the Commonwealths chosen p-card environment with ease and expertise
- Ability to work with the Department of Accounts related to the p-card program
- Shows the ability to review p-cards logs in a timely and accurate manner
- Ability to exercise sound judgment, solve problems, and attend to detail in a fast pace, team oriented and customer service-oriented environment
- Ability to provide exceptional customer service to internal and external customers in a professional manner
- Ability to complete assignments following procedures & processes within all applicable policies & laws
- Ability to express thoughts clearly both verbally and in writing
- Ability to maintain confidentiality
- Ability to use the computer hardware and software required, including proficiency in MS Office
- Ability to determine non-compliance and disseminate corrective action
- VCA certification or ability to obtain within 12 months of hire
- VCO certification or the ability to obtain within 12 months of hire or within 12 months of VCA certification
Preferred KSA’s:
- Knowledge of governmental procurement principles and ability to follow procurement policy and standard operating procedures
- Knowledge of Commonwealth of Virginia & VCCS procurement policies (VPPA, APSPM, etc.) and applicable CAPP manual topics
- Knowledge of eVA (Commonwealth procurement system)
- Working knowledge of AIS/PeopleSoft (Commonwealth accounting system)
- Knowledge of Bank of America Works
- Experience as a p-card Program Administrator
- VCO certification
Required Qualifications:
- Associate degree from an accredited institution, or combination of equivalent education and experience
- Multiple years of procurement experience
- Current Virginia Contracting Associate (VCA) certification or ability to obtain within one year of hire; see https://vip.dgs.virginia.gov/ for more information on VCA certification
- Current Virginia Contracting Officer (VCO) certification or the ability to obtain within one year of hire or one year of VCA certification whichever applies
Preferred Qualifications:
- Bachelor’s degree from an accredited institution, or combination of equivalent education and experience
- Multiple years of experience applying applicable policy/procedure/statute including but not limited to APSPM, VPPA, CAPP
- Procurement experience in higher education and/or state government
- Professional procurement certification(s): Virginia Contracting Officer (VCO), Certified Public Procurement Buyer (CPPB), Certified E-Procurement Professional (CEPP) or other nationally recognized procurement certification
- Experience as a p-card Program Administrator with an agency of the Commonwealth of Virginia
