Description

Walla Walla Community College (WWCC) is seeking applicants for a full-time Human Resource Consultant 2 at the Walla Walla campus.

General Responsibilities:

As experienced professionals, Human Resource Consultant 2 positions, under general direction, independently provide professional human resources services in one or more areas of human resources functions, such as classification, compensation, benefits, recruitment and selection, affirmative action and equal employment opportunity, reasonable accommodation, training, organizational development, and/or labor relations. The position consults with and provides assistance to managers, staff and the public regarding human resources issues. Supervisor typically reviews outcomes and provides advice or direction as needed. Work performed is complex, but impact of decisions is generally limited. Assignments normally involve making decisions and judgments within established precedents.

This HR Consultant 2 position will manage the employee recruitment and onboarding process and will be responsible for all protected employee leave administration. The incumbent will also work closely with the Human Resources team in providing general administrative support.


Essential Functions:

Recruiting and hiring

  • Manages hiring of all college employees (except student workers) including full-time, part-time, adjunct faculty, temporary and/or non-represented classified staff.
  • Assists with compiling drafted recruitment materials for search committees.
  • Assists hiring supervisor with obtaining proper authorization to hire, posting positions, advertising, tracking search committee training and confidentiality acknowledgements, routing candidates to search committees, ensuring background checks and sexual misconduct inquiries (and drug testing when required) are conducted, notify candidates of outcomes, track advertising and travel costs.
  • Completes minimum qualification review of Classified recruitments.
  • Assists with salary placements for non-represented classified employees.
  • Ensures all required documentation is in recruitment files, all interview materials are returned to HR, and maintain recruitment records in compliance with the records retention schedule.
  • Updates internal recruitment tracking in Microsoft Teams.
  • Provides monthly reporting to Human Resources leadership on recruitments.
  • Responsible for maintaining the Insight and OHC modules in NEOGOV.
  • Manages affirmative action data related to recruitments by compiling candidate demographic information for each recruitment and AA/EEO category and provides annual report to Vice President of Human Resources.


Leave Administration
  • Monitors, prepares and coordinates activities regarding leave, time and labor administration.
  • Determines eligibility for all leaves including bereavement, emergency, Family Medical Leave, jury duty, etc. Provides recommendations for employee and managers following applicable laws, rules and policies ensuring confidentially.
  • Initiates and tracks any Family Medical Leave Act (FMLA), Washington Paid Family Medical leave (PFML) and/or Shared Leave paperwork for all WWCC faculty and staff.
  • Maintains applicable documentation in leave files, leave logs, ctcLink (PeopleSoft) etc., to ensure employees and supervisors understand available leaves and that leaves are approved following standard procedures, thereby reducing the risk to the college by decreasing the number of leaves not approved by Human Resources.
  • Remains updated on all information (Administrative Policies and Procedures, contracts and WAC) pertaining to Leaves.
  • Informs employees about rights and responsibilities, policies and procedure under FMLA, reasonable accommodations.
  • Elevates complex issues to Director of Human Resources or Vice President of Human Resources.
  • Ensures that confidential and ADA reasonable accommodations files are created and filed on a regular basis.
  • Assists in ADA accommodation process as needed.
  • Updates and closes FMLA files.
  • Assists with requests for Reasonable Accommodation

General HR Administrative Support
  • Ensures compliance with state and federal laws, including Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act, Uniformed Services Employment and Reemployment Rights Act, Washington Law Against Discrimination, Workers Compensation, etc.
  • Responds to inquiries and resolves problems for applicants, employees, students and the public; responds to requests for information; reviews and evaluates personnel and payroll information as requested by the HR Director and other College administrators.
  • Utilizes survey tools to create and report out on survey data.
  • Provides support with the Onboarding module in NEOGOV.
  • Provides support to new hire entries in ctcLink.
  • Reviews and investigates personnel and payroll information as requested.
  • Provides support and assistance for HR team as needed.
  • Researches and compiles investigative materials.
  • Maintains confidentiality of all personnel information and records.
  • Elevates complex issues in the areas of recruitment, hiring, benefits, protected leave, and absence management to HR leadership.
  • Performs other duties as assigned by HR leadership.

Required Qualifications:
Equivalent combination of education and experience may be considered at the discretion of the college.

  • A Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field
  • One year of professional human resources experience; OR equivalent education/experience.

  • Demonstrated professional level human resources experience related to recruitment.
  • Demonstrated commitment to excellence, professionalism, integrity, and customer satisfaction.
  • Demonstrated commitment to diversity, equity, inclusion, and belonging and ability to support a diverse workplace and educational environment.
  • Demonstrated successful experience in achieving results.
  • Prior experience working in Human Resources or Payroll.
  • Excellent clerical skills to include filing, record keeping, database work, data entry, creating/formatting documents and correspondence, proof-reading and meeting deadlines.
  • Competencies in Microsoft Office, including Excel, Word, and Outlook.
  • Prior experience with Human Resources Information Systems (i.e., NEOGOV, ADP)
  • Prior ctclink PeopleSoft experience.
  • Experience working in higher education.
  • Bilingual in English/Spanish.

Conditions/Terms of Employment

This classified position is in a bargaining unit for which WPEA Higher Ed is the exclusive representative.

Work is performed almost exclusively indoors in an office environment. Exposure to hazards is limited to those commonly found in office environments. Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.) Work schedule will typically be Monday through Friday 8-hours each day. During the summer, work schedule is Monday through Thursday 10-hours each day. Some travel may be required, and is typically local or regional to attend seminars or conferences related to job duties. Frequent interactions with others; in person, telephonic, and electronic.

The college has an excellent benefit program including medical, dental, life and long-term disability insurance; paid sick leave; paid vacation leave; and retirement plan. All full-time employees will automatically have 3% of taxable income deferred into the State of Washington Deferred Compensation Program (DCP) unless declined at time of hire. WWCC requires all employees to participate in direct deposit for payment of salary. The college is tobacco free.
